This is an “innovative measure” in the area of the “Management of restructuring” targeting the inshore fishing and shellfishing sector.

1.2 MAIN OBJETIVE
Promote creating a socio-economic and labour orientated model in the inshore fishing sector.
1.3 WHY LOOK FOR A NEW MODEL?
This project responds to the current problems in inshore fishing: overexploitation, high gas-oil prices and the deterioration of the public image of the sector, leading to a fall off in the activity and lack of a new generation to take over.
These changes have an important economic and social knock-on effect since, in many areas along our coast, fishing and shellfishing collecting is a main source of income and a driving force behind development.
Within this context, we propose a project that seeks to facilitate the culture of change in the inshore fishing and shellfishing sector, promoting sustainable development, following a participatory philosophy.

GETTING READY FOR CHANGE
This includes actions to increase awareness, diagnosis, information and practical experiences
Strategic observatory for managing change in the traditional fishing sector: transnational outlook.
Feasibility study on practicing sustainable fishing and complementary activities: conditions at legislative, environmental, geographical and economic levels, and the repercussion in the main parties interested in this type of measure.
Transnational exchanges for successful practical experiences to do with the fishing sector.
Seminars on awareness and orientation towards change
The culture of change.

Protected marine reserves, sustainable fishing and the socio-economic future of the sector.

2.4 PROJECT MANAGEMENT AND COORDINATION
This includes activities designed to ensure adequate management and coordination, both at technical, administrative and financial level.
2.5 ONGOING CONTROL AND EVALUATION
Indicator control activities of both a qualitative and quantitative nature, in order to be able to anticipate any deviation from compliance with the objectives: internal and external evaluation.
